Quid pro quo judgeships

"Whoever solicits or receives … any….thing of value, in consideration of the promise of support or use of influence in obtaining for any person any appointive office or place under the United States, shall be fined under this title or imprisoned not more than one year, or both." -- 18 USC Sec. 211 -- Bribery, Graft and Conflicts of Interest: Acceptance or solicitation to obtain appointive public office
 
Tha language of the law seems pretty clear. So why is Obama appointing Scott M. Matheson, Jr. to the United States Court of Appeals for the Tenth Circuit? Scott Matheson is the brother of Democrat Representative Jim Matheson from Utah, one of 10 Democrats invited to the White House because Obama is lobbying them to change their vote on health reform. How is this siutation not a violation of Federal law? A Federal judgeship is being given in exchange for a vote.  This is Obama handing out judicial seats for political favors. It is not "horse trading" as Harry Reid calls it, it is bribery. It almost sounds similar to Rod Blagojevich being accused of selling Obama's seat to the highest bidder.
 
In February, the White House was also accused of violating Federal Law by offering high ranking Federal positions to House Democrat Joe Sestak of Pennsylvania and Andrew Romanoff, a Colorado State Legislator, if they would stop their primary challenges against Democratic Senators Arlen Specter (PA) and Michael Bennett (CO). Obama and his cronies a sickening collection of human beings that have serious fundamental flaws. One thing is for certain here, Chicago politicians are consistent.
